摘　　要：随着新时代社会主要矛盾的转化,新的水事矛盾可能会呈现出不同的发展态势。通过对新时代涉水主要矛盾的转化情况分析,预判新时代流域省际边界矛盾变化的趋势,明确提出了水事矛盾纠纷预防与调处的基本原则以及运用法治、行政、技术等多手段加强水事矛盾纠纷预防,充分利用河湖长制平台、加强流域与区域联防联动联治等强化水事矛盾纠纷调处,提升省际边界水事矛盾纠纷应急处置水平等应对策略,以期不断提升水事矛盾预防和调处的制度化、规范化水平。With the transformation of the main social contradictions in the new era,the new water conflicts show different development trends.Through the analysis of the main contradictions transformation on water affairs,the trend of the contradiction between the provincial boundaries in the new era was predicted.This paper clearly puts forward the basic principles of prevention and mediation of water contradictions and disputes,and puts forward some countermeasures,such as strengthening the prevention of water contradictions and disputes by means of the rule of law,administration,technology,making full use of the platform of river and lake chief,strengthening the linkage between river basin and regional public safety management,strengthening the mediation of water contradictions and disputes,and improving the emergency handling level of water contradictions and disputes at provincial boundaries,so as to continuously enhance the institutionalization and standardization level of water contradiction prevention and mediation.
