摘 要:为保护长江流域水资源,给“河(湖)长制”的考核问责提供客观依据,研究并提出了长江流域分行政区入河污染物总量监督管理信息系统。介绍了相关研究成果,构思了系统架构,阐述了系统建设目标及主要内容,论述了系统的统计查询及辅助决策支持功能,并展望了系统的应用前景。该系统将流域的入河污染物总量监测计量与行政区域管理有机融合,集监测、监督、评价于一体,是进行水污染防治和水污染减排管理工作的一个有效工具。In order to protect water sources in Yangtze River Basin and provide an objective basis for evaluation and accountability of“River(Lake)Chief System”,an information system for supervising and managing total pollutant afflux into rivers from administrative zones in Yangtze River Basin was proposed.The relative research results were introduced.The system’s architecture was conceived.The goal and main contents of the system building was elaborated.The system’s statistical query and aid decision-making support functions were discussed.Then the application prospect of the system is prospected.The system combines the measurement of total pollutant afflux into river with administrative zoning management,integrates measurement,supervision and assessment,which is an effective tool for controlling water pollution and emission reduction of water environment protection.
