兵团发挥优化人口资源特殊作用问题研究

摘　　要：优化人口资源是国家赋予兵团的“四大作用”之一,是兵团履行维稳戍边职责使命的重要保障和基础,是实现新疆社会稳定和长治久安总目标的实现路径和重要举措。发挥兵团优化人口资源特殊作用,必须坚持以“立足兵团、聚焦南疆、面向全疆、着眼全国”为方针,以增加人口数量规模为基础,以优化人口结构、提升人口素质、完善人口分布、促进民族交往交流交融为根本;不仅要立足人口的自然增殖,而且要通过待遇引人、产业聚人、项目迁民、政策移民等方式吸引外来人口;不仅要促进兵团内部的交流互通,还要通过政策引导促进省际双向流动;不仅需要市场的自然调节,而且离不开政府大力支持。Optimizing population resources is one of the“Four Effects”given by the state to the XPCC,which is the important foundations and guarantees of“Maintaining Stability and Garrison the Frontier”,and the implementing path and the important measures in“maintaining the social stability and the lasting stability of Xinjiang”.To play the spe cial role,we should keep a foothold on the XPCC,focus on Southern Xinjiang,face Xinjiang and involve the whole country.Optimizing population resources should be established in increasing the population quantity,and based on op timizing the structure,improving the quality,perfecting the distribution and promoting the association,exchange and interaction.Not only is it based on the natural population increase,but also it depends on attracting talents.Not only should we promote the population exchanges in the XPCC,but also we shoud facilitate the bidirectional flowing be tween the provinces.Not only does it need to follow the market rules,but also it needs the administrative impetus of the government and the great support of the state and Xinjiang.
