黑河智慧城市信息服务体系建设的现状、路径及对策

摘　　要：黑河市要建设智慧城市生态系统,通过信息技术促进数字化城市向智慧化城市转型,加强地理信息公众服务平台建设,构建城管视频监控系统、规划三维系统、地下管网系统、园林绿化系统、数字城管系统。基于此,需加强市级领导顶层设计,积极做好线上线下服务,集中建设"一平台"(市民公共服务平台)、"一卡"(市民卡),建立智慧旅游、智慧社区、电子口岸、完善综合行政审批平台,全面推动黑河市产业结构升级及高端信息服务业快速发展,打造立体化的智慧城市,全面提升城市的服务功能档次,为促进黑河市和谐可持续发展提供信息服务架构。Heihe city should build an ecosystem of smart city,promote the transformation from digital city to smart city through information technology,strengthen the construction of geographic information public service platform,and build urban management video monitoring system,three-dimensional planning system,underground pipe network system,landscaping system and digital urban management system.Based on this,the following measures are suggested for promoting the harmonious sustainable development of Heihe city and providing information service architecture:municipal leaders’ strengthening top design,doing a good job in online and offline service,focusing on building "one platform" (public service platform for citizens),"one card" (citizen card),constructing tourism wisdom,intelligence community,electronic port,perfecting the administrative examination and approval platform,comprehensively promoting the rapid development of industrial structure upgrade and high-end information service industry,building three-dimensional city of wisdom,and comprehensively upgrading the urban service functions.
