摘　　要：全面推行河长制提出了六大主要任务,对河流水环境保护和治理提出了更高要求。目前国内水库库底清理工作的制度规范都在河长制推行前发布,现行的库底清理技术要求和实施效果都与全面推行河长制的新要求存在一定差距。以全面推行河长制为背景,深入分析水库库底清理工作出现的新变化,为更好地适应“全面推行河长制”背景下水库库底清理工作提出建议,使水库库底清理工作更加规范、细致、高效,从而减小对河流健康的影响。The comprehensive implementation of river governor system(RGS)puts forward six major tasks,and puts forward higher requirements for river water environmental protection and management.The current domestic system and norms of reservoir bottom cleaning(RBC)in China are issued before the implementation of the RGS.There is a certain gap between the current technical requirements of RBC and the new requirements of implementing the RGS fully.Based on the background of implementing RGS fully,this paper makes a thorough analysis of the new changes in the work of RBC,and puts forward some suggestions to better adapt to the work of RBC under the background of“implementing RGS fully”,make the work of RBC more standardized,meticulous and efficient,thus reducing the impact on river health.
