摘　　要：实施乡村振兴战略,当务之急、重中之重就是要加快构建农业农村优先发展的体制机制和政策体系,本文从基本原则、深刻内涵、矛盾关系、目标任务、制度创新、政策设计等方面进行分析和论述。农业农村优先发展,要深化对发展理念优先、制度创新优先、政策安排优先、保障措施优先的理解,处理好城乡融合和乡村优先、长期目标和阶段任务、总体要求和重点突破、市场机制和政府行为、制度创新和政策体系等各类复杂关系,突出抓好农业、农民、农村发展面临的重点任务。促进农业农村优先发展,要重点考虑以下十大方面:促使土地资源优先向农业农村配置;创新农业经营制度带动小农现代化;加快构建和完善农村现代产权制度;促进人才队伍优先向农业农村配备;保证财政税收政策向农业农村倾斜;引导信贷资金更多投向农业农村;充分发挥农业保险的保障作用;全面加强农业农村基础设施建设;持续改善和强化农村公共服务;不断提升农民群众的获得感幸福感。To implement the Rural Revitalization Strategy,the most important task is to establish an institutional framework and policy system by giving priority to the development of agriculture and rural areas.This article conducts a comprehensive analysis from the aspects of basic principles,profound connotation,contradictory relations,objectives and tasks,system innovation,and policy design.To give priority to the development of agriculture and rural areas,we need to deepen our understanding of the priority of development concept,of system innovation,of policy arrangement and of safeguard measures,to properly handle all kinds of complex relationships such as urban-rural integration and rural priority,long-term goals and stage tasks,overall requirements and key breakthroughs,market mechanism and government behavior,institutional innovation and policy system,and to focus on the key tasks facing the development of agriculture,rural areas and rural residents.To promote the priority development of agriculture and rural areas,we should consider the following ten aspects:to promote the priority allocation of land resources to agriculture and rural areas,to innovate the agricultural management system to drive the modernization of small-scale farmers,to accelerate the establishment and improvement of a modern rural property rights system,to promote the priority allocation of talents to agriculture and rural areas,to ensure that fiscal and tax policies are favorable to agriculture and rural areas,to guide more credit funds to invest in agriculture and rural areas,to give full play to the role of agricultural insurance as a safeguard,to comprehensively strengthen the construction of agricultural and rural infrastructure,to improve and strengthen public services in rural areas,and to constantly improve farmers’sense of happiness and well-being.
