摘　　要：当前国际恐怖活动发展的总体态势仍不乐观,恐怖活动的"烈度"仍未降低,单次事件伤亡人数巨大的恐怖袭击事件频发,恐怖活动覆盖区域呈进一步扩大趋势,意识形态引领下本土化和随机性较强,恐怖活动与网络联系的紧密度进一步增强,实施主体呈现小型化和"独狼化"趋势。当前国际社会法制反恐成为反恐模式的常态化选择,各国全面加强反恐防范,重视网络反恐,防范和打击极端主义成为国际社会反恐的普遍共识。当前国际社会在协同反恐和反恐国际合作中,"双重标准"问题严重阻碍大国政治认同和反恐合作,西方社会所谓"人权"观念限制了防范恐怖主义体系的全面构建,恐怖活动主体分散化、小型化趋势严重挑战反恐情报预警体系,经济社会发展的严重失衡和政治意识形态领域的严重对立是恐怖主义泛滥的根本原因。因此国际社会应积极应对挑战,共谋国际合作的反恐对策。At present,the overall situation of the development of international terrorist activities is still not optimistic,the"intensity"of terrorist activities has not decreased,and terrorist attacks with a large number of casualties in a single incident are frequent,the coverage area of terrorist activities shows a trend of further expansion,localization and randomness are strong under the guidance of ideology,the close relationship between terrorist activities and network is further strengthened,and the implementation subjects show a trend of miniaturization and"lone wolf".At present,the international community’s legal system of anti-terrorism has become the normal choice of the anti-terrorism mode,it has become a general consensus of the international community to comprehensively strengthen anti-terrorism prevention,attach importance to network anti-terrorism and prevent and combat extremism in the globe.In the current international community’s coordinated counter-terrorism and counter-terrorism international cooperation,the issue of"double standards"has seriously impeded the political identification and counter-terrorism cooperation in major powers,the so-called"human rights"concept in western society limits the overall construction of the anti-terrorism system,the decentralized and miniaturized trend of terrorist activities has seriously challenged the anti-terrorism intelligence’s early-warning system,serious imbalances in economic and social development,and serious opposition in the political ideological field are the root causes of the proliferation of terrorism.Therefore,the international community should actively respond to challenges and seek counter-terrorism countermeasures for international cooperation.
