摘 要:在水生态文明建设背景下,科学评价水资源承载力、水环境约束对产业布局具有重要意义。从水生态内涵出发,构建了以“三生共融”为基础,以水资源与水环境有机结合为主体的水生态约束分区指标体系,提出了水生态约束分区方法。以江苏省泰州市为例,将泰州市划分为水生态约束低、水生态约束中、水生态约束高三种水生态约束分区类型,针对各区产业发展现实基础与水生态约束特征,提出产业布局优化调控建议。Under the background of water ecological civilization construction,the scientific evaluation of water resources carrying capacity and water environment constraints is of great significance to the industrial layout.Based on the connotation of water ecology,this paper constructs a water ecological constraint zoning index system based on the integration of three types of water ecological constraints and the integration of water resources and water environment,and proposes a method to distinguish the water ecology constraint zoning.Taking Taizhou City of Jiangsu Province as an example,the paper divides the water ecological constraints of Taizhou City into three types such as the low water ecological constraints,middle water ecological constraints and high water ecological constraints.In the light of the realistic basis of industrial development and the characteristics of water ecological constraints in each region,the suggestions of optimization and control of industrial layout are put forward.
