摘 要:文章分析了荒沟抽水蓄能电站,下水库进/出水口原降水位施工方案存在的问题和不足,开展了相关专题研究和调研工作。水下施工方案避免了施工期大幅降低库水位避免水资源浪费、避免大量清洁水电能源损失、不需寻找大容量替代调峰电源、降低火电为主的电网调度难度,保障电网运行安全,同时降低施工对环境不利影响,避免给库区及周边人民生产、生活带来不必要的影响和损失;填补国内乃至国际水电行业大规模、高精度水下施工技术的空白,为类似工程提供技术参考。The paper analyzes the existing questions and deficiency of the original reduce the water level construction scheme for the intake and outlet of the lower Huanggou pumped and storage power reservoir, and the related monographic study and investigation work are carried out. The underwater construction scheme avoids some problems caused by the large reduction of reservoir water level during the construction period. The problems includes that, it could avoid the water resources waste and loss of large scale of clean hydroelectric energy, it not need to find large capacity alternative peak-regulation power supply and could reduce the scheduling difficult of the power grid which is mainly with the thermal power, it could ensure the operation safety of the power grid, reduce the adverse effect of the construction to the environment, and avoid the adverse influence and loss of the production and life of the people around, it could filled the gaps of large scale and high precision underwater construction in hydropower industry at home and abroad and provide technique reference for similar project.
