京津冀协同发展对“环京津贫困带”经济增长影响的量化研究

摘　　要：京津冀地区已成为继珠三角、长三角之后的经济增长第三极,但“环京津贫困带”的长期存在加剧了区域经济发展的不平衡。在分析“环京津贫困带”县域经济社会发展现状的基础上,通过计算京津冀协同度、构建时间序列模型研究京津冀协同对“环京津贫困带”的影响。提出在京津冀协同背景下,可通过跨区域生态建设,承接京津产业转移,基础设施联合共建,统一劳动力市场等四个方面来实现区域全面合作,以促进“环京津贫困带”和京津冀区域协同发展,逐步缓解与周边地区的经济差距。Beijing-Tianjin-Hebei region has become the third pole of economic growth after the Pearl River Delta and Yangtze River Delta.However,the long-term existence of"poverty belt around Beijing-Tianjin"aggravates the imbalance of regional economic development.Based on the current situation of the economic and social development of counties in the"poverty belt around Beijing-Tianjin",this paper studies the influence of Beijing-Tianjin-Hebei coordination on the"poverty belt around Beijing-Tianjin"by calculating the coordination degree and constructing a time series model.The author puts forward that under the background of the coordinated development of Beijing-Tianjin-Hebei,the regional cooperation can be realized to promote the coordinated development of the Beijing-Tianjin-Hebei region and"poverty belt around Beijing-Tianjin"and reduced the economic gap with surrounding areas through the four ways,which are cross-regional ecological construction,undertaking industrial transfer from Beijing and Tianjin,joint construction of infrastructure,unification of the labor market.
