摘　　要：公安院校肩负着培养高素质人民警察的使命,警务化管理是达成这一使命的有效管理模式。然而,随着时代发展,这一管理模式面临着条令化管理下的“强制性”服从、权威化管理下的“教育功能”缺失、精细化管理下的“碎片化”发展、封闭式管理下的“空间防范”等运行困境。通过对当前公安院校警务化管理现状进行分析,提出构建“服务实战与全面发展”管理理念、“民主与集中协同”管理决策机制、“管理与教育均衡”学风建设机制、“封闭与开放双赢”育人工作机制及“被动与自主融合”一体化制度体系等对策。Public security colleges and universities shoulder the mission of training the police with high quality to adapt to the social development.Policing management is an effective management mode to achieve the mission.With the changes of the times,however,the management mode faces operational difficulties such as the lack of“educational function”,“fragmented development”,“space prevention”etc..To solve these problems and difficulties,the management concept of“serving for actual combat and comprehensive development”is put forward on the basis of analyzing the current situation of policing management in public security colleges.Countermeasures,such as,constructing the management decision-making mechanism of“democracy and centralization”,the mechanism of“balance between management and education”,“closed and open win-win”education mechanism,and the integration system of“passive and autonomous integration”have also been proposed.
