公共图书馆古旧文献服务中的利益均衡机制研究

摘　　要：古旧文献服务是公共图书馆的特色服务,存在资源利用与用户需求之间的矛盾冲突。文章通过分析古旧文献中的利益相关者,文化主管部门、公共图书馆、个人用户、集体用户、合作开放商之间的相互关系。进一步揭示利益主体之间存在的利益差别和矛盾,即公共利益、个人利益、集体利益构成的利益冲突。最后,提出建立经济协调、政治协调、法律协调、道德协调相结合的利益均衡机制,来平衡公共图书馆古旧文献服务中的利益关系。Ancient literature service is a characteristic service of public libraries. There are contradictions between resource utilization and user needs. This paper analyses the relationship among stakeholders in ancient documents, cultural authorities, public libraries, individual users, collective users and cooperative openers. Further, the paper reveals the interest differences and contradictions among interest subjects, that is, the conflicts of interest composed of public interest, individual interest and collective interest. Finally, the paper proposes to establish a mechanism of interest balance which combines economic coordination, political coordination, legal coordination and moral coordination to balance the interest relationship in ancient literature service of public libraries.
