科技查新对提高科技创新能力的作用

摘　　要：本文以开封市科技计划项目立项查新为研究对象,以科技计划立项查新的数量、科技信息资源平台的建设、数据库服务器的硬件设施、查新人员的培养等方面为基础,采用了科技查新与科技查新培训相结合、科技查新与科技信息资源数据库建设相结合、科技查新与科技信息资源数据库检索及使用培训相结合的方法。研究发现,这种方式增强了科研人员的查新意识,提高了科研人员对科技信息资源的有效利用率,为科技项目立项提供依据,为科学研究提供定题检索和课题跟踪服务,极大地提升了开封市的科技创新能力。This paper took Kaifeng’s science and technology plan projects as the research object,which was based on the number of sci-tech plans,the construction of sci-tech information resource platforms,the hardware facilities of database servers,and the training of sci-tech personnel,the method of combining science and technology innovation with science and technology innovation training,science and technology innovation with science and technology information resource database construction,science and technology innovation with science and technology information resource database retrieval and use training methods were combined.The study found that this method had strengthened the research consciousness of scientific researchers,improved the effective utilization of scientific and technological information resources by scientific researchers,provided the basis for scientific and technological project establishment,and provided thematic retrieval and topic tracking services for scientific research,which had greatly enhanced the scientific and technological innovation capabilities of Kaifeng.
