高质量发展背景下湖北省经济发展绩效评价研究

摘　　要：基于高质量发展背景考察湖北省各市经济发展质量,利用非期望产岀DEA-SBM模型测度2008-2017年湖北省下辖各市州经济发展效率,对比湖北省不同地区的经济发展效率并分析;随后,运用Tobit模型研究高质量发展下经济发展效率的影响因素。研究发现:2008-2017年,湖北省多数城市经济发展效率未达到决策单元有效,整体经济发展效率呈上升趋势,湖北省各地区经济发展质量差距较大,中部地区经济发展效率最高。在所选取的经济高质量发展影响因素中,环境政策导向、能源强度、创新水平对湖北省经济发展效率有显著正向影响,产业结构、城镇化水平则相反。建议优化资源配置,加强地区间经济高质量发展合作,促进经济发展要素在各城市间的自由流动,形成分工合理、相互促进的经济高质量发展格局。Based on the high-quality development background,we inspected the economic development quality of Hubei Province,and used the DEA一SBM model of undesired output to measure the economic development efficiency of the cities and prefectures under the jurisdiction of Hubei Province from 2008 to 2017,and compared and analyzed the economic development efficiency of different regions of Hubei Province;Tobit model is used to study the influencing factors of economic development efficiency under high一quality development.The study found that from 2008 to 2017,the economic development efficiency of most cities in Hubei Province did not reach the effective decision-making unit efficiency,and the overall economic development efficiency showed an upward trend.There was a large gap in the quality of economic development in various regions of Hubei Province,and the efficiency of economic development in central China was the highest.Among the selected influencing factors of high一quality economic development,environmental policy orientation,energy intensity,and innovation level have a significant positive impact on the economic development efficiency of Hubei Province,while the industrial structure and urbanization level have the opposite effect.It is recommended to optimize resource allocation,strengthen high一quality economic development cooperation between regions,promote the free flow of economic development factors between cities,and form a high-quality economic development pattern with reasonable division of labor and mutual promotion.
