粤港澳大湾区科技创新的现状、问题及对策

摘　　要：当今国际竞争是综合国力之间的较量,但其战略重点体现在科技创新上。粤港澳大湾区作为我国对外开放的门户和科技创新的先驱,促进其科技创新不仅有助于推动粤港澳大湾区高质量发展,而且对于通过实现城市协同而促进区域发展、对其他地区科技创新的示范效应以及实施国家发展战略等方面均有重大意义。目前粤港澳大湾区科技创新呈现出绩效明显且竞争力整体较强、有产业体系与发展主体的强力支撑、投入强度大和基础环境良好等发展态势,但同时面临着治理参与主体的协同性不强、科技创新的要素流动不充分、重大科技基础设施的建设薄弱等问题。为更好地打造粤港澳大湾区科技创新高地,基于以上现状与问题,提出积极推进制度创新、创新参与主体的协同机制、创新科技要素的流动机制、强化重大科技基础设施建设等对策建议。Today’s international competition is a contest between comprehensive national strengths,but its strategic focus is embodied in scientific and technological innovation.As a gateway to China’s opening up and a pioneer of scientific and technological innovation,the Guangdong-Hong Kong-Macao Greater Bay Area has great significance in promoting its scientific and technological innovation.At present,the scientific and technological innovation in the Greater Bay Area is highly competitiveness as a whole,with strong support from the industrial system and the main body of development,high input intensity and good basic environment.Meanwhile,however,it faces disadvantages of the institutional environment,weak coordination of governance participants,insufficient flow of elements of scientific and technological innovation,and weak construction of major science and technology infrastructure.In order to build a scientific and technological innovation highland in the Greater Bay Area,this paper puts forward some countermeasures and suggestions,such as actively promoting institutional innovation,innovating the cooperation mechanism of participants,innovating the flow mechanism of scientific and technological elements,and strengthening the construction of major scientific and technological infrastructure.
