中国与国际组织的互动实践：问题与方向——基于对外交部网站公布的114个国际组织的分析

摘　　要：近年来,随着国际竞争力的不断提升,中国开始更加注重与国际组织的互动实践。通过考察外交部网站公布的114个国际组织,结合《人民日报》自中华人民共和国成立以来对上述114个国际组织的报道,本文从互动类型、互动时间以及互动地域等不同方面对中国与国际组织互动实践的现状进行分析。研究发现,中国与国际组织的互动实践目前依然存在多边关系发展受阻、话语权缺失以及制度创设能力有限等问题。为此,未来中国与国际组织的互动方向应继续以推动经济类型国际组织为主,继续加强同亚太地区国际组织之间的联系,同时应主动创设新的地区乃至国际组织,为国际社会公共产品的供给做出更大的贡献。In recent years,with the increasing international competitiveness of China,China has begun to pay more attention to the practice of interaction with international organizations.Based on the observation of 114 international organizations published on the website of the Ministry of Foreign Affairs and People’s Daily’s reports on these international organizations since the founding of the People’s Republic of China,this paper analyzes the present situation of China’s interaction with international organizations in terms of the type,time and region of interaction.The study found that China’s interaction with international organizations still suffered from obstacles to the strengthening of multilateral relations,lack of voice and limited ability to create institutions.To this end,China should continue to focus its interaction with international organizations in the future on promoting international organizations of economic types,and continue to strengthen its ties with international organizations in the Asia-Pacific region.At the same time,China should take the initiative to create new regional and international organizations to make greater contributions to the supply of public goods to the international community.
