部分发达国家延迟退休年龄可行因素与方式的国际比较——基于美国、德国、日本和英国四国实践的分析

摘　　要：二战以来,西方经济发达国家呈现出人口预期寿命不断延长、国民受教育水平和年限日渐提高、社会整体生育率降低的发展特征,由此导致劳动年龄人口数量减少,养老赡养比上升。为此,延迟退休年龄成为这些国家制度改革的一种重要选择。由于各国国情不同,延迟退休年龄的制度设计理论和操作方式存在差异。比较美国、德国、日本和英国的制度改革情况,归纳其延迟退休年龄的共性特征,为我国养老制度改革提供借鉴。Since the Second World War,the developed countries in the West have shown the development characteristics of the continuous extension of life expectancy,the increasing level and years of education of the people,and the decrease of the overall fertility rate of the society,which has led to the decrease of the number of working age population and the increase of the ratio of old-age support.Thus,delaying retirement age has become an important choice of these countries'system reform.Due to the different national conditions of different countries,there are differences in the theory and operation of the system design of the delay of retirement age.Compared with the system reform of the United States,Germany,Japan and the United Kingdom,the common characteristics of the delaying of retirement age are summed up,and can be provided for the reform of the pension system in China as a reference.
