伦理学视角下的美国现代情报职业伦理发展分析——以“水门事件”为例

摘　　要：世界大多数国家的情报机构在制度设计和行政机构设置上隶属于警察机关。从职业基本属性看,情报工作从业者具有警察机关国家公职人员和执法者的身份特点,在岗位上从事的情报工作又区别于一般警察执法工作,有其自身独特的隐蔽性、敏感性、对抗性与安全性等特征。从伦理学视角分析情报职业伦理的范畴、概念和所处的学科地位,深入探讨情报工作的伦理属性、职业特点。基于上述理论研究与分析视角,以"水门事件"为案例分析样本,深度透析冷战时期美国相关情报理论与实践活动在伦理失范方面的经验教训,学习和借鉴美国情报界所构建的现代情报伦理体系的核心价值观与伦理准则。Most of the world’s intelligence agencies are subordinate to the police in institutional design and administrative settings. From the basic attributes of the profession, the practitioners of intelligence work have the identity characteristics of national public servants and law enforcement, and the intelligence work they are engaged in is different from the general law enforcement work, with its own unique characteristics of concealment, sensitivity, antagonism and security. The category, concept and discipline status of intelligence professional ethics are analyzed from the perspective of ethics. This paper also discusses the ethical attribute and professional characteristic of intelligence work. Based on the above theoretical research and analysis perspective, taking the "Watergate incident" as the case study sample, this paper analyzes the experience and lessons of the ethical anomy in the relevant intelligence theories and practices of the United States during the cold war, and learns from the core values and ethical norms of the modern intelligence ethics system constructed by the American intelligence community.
