摘　　要：独立性是第三方科技评估的出发点和基本原则。本研究通过考察国内外科技领域开展第三方评估的若干典型案例,揭示第三方科技评估中保障独立性的三个核心要素,即第三方主体、程序公正、标准客观,并提出各核心要素的操作性定义,为进一步在科技领域以及更广泛的公共管理领域真正落实第三方评估、提高政府公信力提供支撑。Independence is the starting point and basic principle of third-party scientific and technological evaluation.This study focuses on several typical cases of third-party evaluation in the field of science and technology in China and the rest of the world,reveals the three essential elements of third-party science and technology evaluation,namely,third-party subject,procedural fairness and standard objectivity,and puts forward operational definitions of each essential element,in order to further implement third-party evaluation in science and technology field and the wider public management fields and improve the credibility of the government.
