整体性治理视域下社区建设之品质提升研究——以宁波市镇海区同心湖社区为例

摘　　要：以荣膺宁波市第三届十佳“品质社区”称号的镇海区同心湖社区创建实践为例,运用整体性治理理念,阐释社区建设的品质内涵,分析整体性治理运行机制的嵌入:建好“党建+”的整合机制,提升参与的全民性;以“三圈”建设助推联动机制,提升服务的品质性;多维构建协调机制,提升环境的宜居性;搭建文体为载体的信任机制,提升社区生活的意义性。从“品质”目标的提档、治理结构的创新、内外兼修补“短板”等维度提炼出若干社区建设品质提升的可行路径。The paper aims to explore the paths of community construction with reference to the Tongxin Lake community,Zhenhai district,Ningbo,which is credited as one of“the top ten quality communities of Ningbo”.Taking the conception of holistic governance and“a shared community”,the paper gives an analysis of the embedding of the operation mechanism of the holistic governance.To be specific,it explores how to cultivate the“party building+”integration mechanism to enhance the participation of the whole people,how to forge Three-laps drive linkage mechanism to improve the quality of service,how to construct a multi-dimensional coordination mechanism to improve the livability of the environment and how to build a trust mechanism with cultural and sports activities as a carrier to enhance the significance of community life.Finally,the paper puts forward some feasible paths for improving the quality of community construction such as upgrading of“quality”goal,innovating of governance structure,putting more effort into remedying the shortcomings.
