摘  要:为评估电力市场环境下多种市场化改革措施对系统可靠性造成的影响,研究电力市场环境下用户侧需求弹性、需求侧响应及大用户直购电对发输电组合系统可靠性的影响,以系统失负荷概率、系统可用传输容量、线路阻塞电力、未满足出力期望为评价指标,建立基于非序贯蒙特卡洛模拟和直流潮流最优切负荷计算的电力市场环境下发输电组合系统可靠性评估模型。采用IEEE RTS-79标准算例分析验证该文所提方法和所建立模型的有效性,并将该文所建立的模型应用于国内某区域电网实际系统,计算区域电网内500 kV及以上电压等级电力系统的可靠性,为电力市场环境下电力系统可靠性评估提供参考。For the purpose of evaluating the impacts of various market-oriented reform measures on the system reliability, this paper studies the large user direct purchase, demand response and demand elasticity in the electricity market and their impacts for reliability of a generation and transmission composite system. Firstly, ATC, LUC and EUP of generation and transmission composite system are selected as evaluation indices. Then, a reliability evaluation model is established based on the non-sequential Monte Carlo simulation and the optimal DC power flow calculation considering the minimum load shedding. Finally, the effectiveness of the proposed method and the proposed model are verified by a standard example of IEEE RTS-79. The proposed evaluation model is also employed to an actual system of a regional power grid in China. The reliability is calculated for power system of 500 kV and above voltage level in regional power networks. This result is considered as a reference for the reliability caculation of power system under the power market environment.
