摘　　要：海南自由贸易试验区和中国特色自由贸易港建设对海南农村基层党组织建设提出了新的要求。尽管近年来海南农村基层党组织建设取得了很多成绩,但是因为种种原因,仍存在组织设置覆盖面不够、组织生活流于形式、民主集中制贯彻失衡、党建工作与中心工作脱节、队伍不强等问题。为适应海南自由贸易试验区和中国特色自由贸易港建设提出的新要求,海南农村基层党组织建设需要通过考核多维化、打破“天花板”等手段,从组织设置、保障条件、服务大局和教育管理等方面构建标准化建设体系,提升基层党组织战斗力。The construction of Hainan Pilot Free Trade Area and Free Trade Port with Chinese Characteristics put forward new requirements for the construction of party organizations at the basic level in Hainan.Despite the achievements obtained in its construction in recent years,there are still many problems due to various reasons,such as insufficient coverage of organizational settings,formalistic organizational life,imbalanced democratic centralism,disjointed party construction work with central work,and weak team,etc.In order to meet the new requirements of the construction of Hainan Pilot Free Trade Area and Free Trade Port with Chinese Characteristics,the construction of rural basic level party organizations in Hainan needs to build a standardized construction system from the aspects of organization setting,guarantee conditions,service to the overall situation and education management by means of multidimensional assessment and breaking the“ceiling”,so as to improve the combat effectiveness of basic level party organizations.
