摘　　要：随着网络社会的发展,互联网参与社会治理的基本价值与作用发挥已经成为一种普遍共识,如何更好地发挥互联网参与社会治理的实效性需要进一步明确。调研发现,无论是何种实践形态,网络技术、政府结构与政治制度都是互联网参与社会治理的基本论域,这是由互联网的特性与社会治理的基本内涵决定的,蕴含着技术治理的实践逻辑与主体关系。为了确保互联网参与社会治理实效价值的持续性,需要在把握网络技术、政府结构与政治制度融合性的基础上不断推进数据化分析深度,拓展互联网参与社会治理的二次空间,利用信息化形塑“后科层制”组织结构,以多重评估精准对接技术供给与需求,推动制度变迁。Following the development of the network society,the basic value and role of Internet participation in social governance has become a common consensus.How could people play the effectiveness of internet participation in social governance in a better way?This issue need to be further clarified.Through research,it found that no matter what kinds of practice form,technology,structure,and institution is the basic fields of Internet participation in social governance determines by the characteristics of the internet and the basic connotation of social governance.It contains the practical logic and subject relationship.In order to maintain the persistence of the internet s participation in the effective value of social governance,it is necessary to promote the further data analysis and expand the secondary space for the internet participation by using information technology to shape the organizational structure of the post-bureaucratic and use multiple times to match technology supply as well as demand to promote institutional change in social governance.
