摘 要:广东省2020年空气质量考核要求PM2.5不超过33μg/m3,空气质量优良天数比例不低于92.5%。在减排努力下,广东省PM2.5持续下降,2018年达到31μg/m3,但由于臭氧超标率日益上升,空气质量优良天数比例欠佳。区域背景浓度上升、地形不利于扩散、高温时间长、热带气旋活跃、副热带高压影响持续时间长、天然源挥发性有机物(VOCs)排放强度高等客观因素,加剧了广东省臭氧污染,严重影响了空气质量优良天数比例目标的可达性。当前以PM2.5防治为主,臭氧防治有效路径尚未明确,建议考虑影响臭氧污染的客观因素,使用参比状态监测数据作为考核依据,统计方法采用3年滑动平均,允许考核目标上下浮动。According to the 2020 air quality assessment target of Guangdong Province,PM2.5 concentration will be not to exceed 33μg/m3,and the ratio of days with good air quality not less than 92.5%.Under the emission reduction efforts,PM2.5 concentration of Guangdong Province continued to decline,reaching 31μg/m3 in 2018.However,the ratio of days with good air quality substandard,due to the rising of ozone pollution.The increase of regional background concentration,topography which was not conducive to diffusion,long time of high temperature,active tropical cyclones,long duration of subtropical high and high emission intensity of natural source volatile organic compounds(VOCs)were objective factors that aggravated the ozone pollution,by which the ratio of days with good air quality was seriously affected.In the current stage of PM2.5 prevention and control,effective path of ozone prevention had not been found.Considering the objective factors affecting ozone pollution,the suggestions were recommended to use the reference status monitoring data for evaluation and adopt a three-year moving average for statistical methods to fluctuate the assessment target.
