摘　　要：文章针对科研项目遴选这一问题,通过灰色聚类确定项目遴选的二级指标体系;用一般灰数表征复杂系统决策信息;基于矩估计理论构建一般灰数的灰色关联决策模型;最后将构建的模型应用于实践案例,结果表明该模型在数据类型为一般灰数时的关联决策评价方面具有良好的效果。In order to solve the problem in scientific research project selection, this paper determines the second-level index system of project selection through gray clustering, and uses the general grey number to represent the decision-making information of complex system. And then, based on the moment estimation theory, the paper constructs the grey relational decision-making model of general grey number. Finally, the paper applies the model to practical cases. The results show that the proposed model has a good effect on the evaluation of relational decision-making when the data type is general grey number.
