Research on the Interaction between Technological Innovation and Standards under the Background of High Quality Development

摘  要:采用1987~2017年时间序列数据,将标准区分为不同性质的标准,以VAR模型为基础,使用脉冲响应函数和方差分解分别对标准与技术创新的长期互动关系进行了实证研究。结果表明,技术创新能够促进技术标准发展,且技术创新的产出比投入能够起到更为显著的促进作用;技术标准对技术创新作用激励与阻碍并存,国际标准和强制性标准的作用相对较大,其中国际标准主要影响技术创新的方向,而强制性标准对技术创新的效率作用更大。但也存在着研发成果转化率不高和国家标准与国际标准尚未充分接轨、技术创新不能充分作用于国际标准的问题。基于结果提出了相关建议。With the time series data from 1987 to 2017, this paper empirically analyzes the long-term dynamic relationship between different standards and technology innovation using impulse response function and variance decomposition based on VAR model. The results show that technological innovation can promote the development of technical standards, and the output of technological innovation can play a more significant role;but standards have both incentives and hindrance to technological innovation, and the international standards and mandatory standards have a relatively large role. International standards mainly affect the direction of technological innovation, and mandatory standards have a greater effect on the efficiency of technological innovation. However, there also exist problems that the conversion rate of R&D results is not high and national standards and international standards are not fully integrated, and technological innovation cannot fully act on international standards. Based on the above results, it provides relevant recommendations on how to improve the level of technological innovation and standardization, so as to promote economic growth.
