网格化视角下小城市防灾公共设施布局研究——以河南省西平县为例

摘　　要：在对防灾公共设施、城市防灾能力相关研究文献进行总结的基础上,引入网格化理念并论述网格化管理的整体、共享以及便捷等特点。文章以河南省西平县为例,分析小城市普遍存在的防灾公共设施布局不均衡、部门管理效率低下以及专业度缺失等问题的研究,探讨进行防灾公共设施的网格化布局管理。具体分大中小三级进行网格布局建设,大网格以乡镇或街道为依托进行布点,中网格以社区或行政村为依托成线,小网格则在片区以及村民小组的基础上铺面建设。辅以综合管理平台对应进行三级信息资源的统筹调配管理,从而探索城市综合防灾能力与整体安全水平建设。Based on the summary of literature of public facilities for disaster prevention and urban disaster prevention capabilities,we introduce the concept of grid and discuss the characteristics of grid management,such as wholeness,sharing and convenience etc..Through the research on the problems of the uneven layout of the disaster prevention public facilities,the low efficiency of the department management and the lack of professional degree in the small cities,taking Xiping County of He’nan Province as an example,we discuss the grid layout management of public facilities for disaster prevention.The grid layout construction is divided into three levels:large,medium and small.The large-level grid is based on townships or streets in forming stationing points,the medium-level grid is based on communities or administrative villages in forming lines,and the small-level grid is constructed into a plane on the basis of blocks and small groups of villagers.Supplemented by the integrated management platform,the three-level grid layout is used to carry out an overall management of the corresponding three-level information resources,so as to explore the city's comprehensive disaster prevention capabilities and overall security level construction.
