摘  要:公立医院去编制化政策的不明朗给地市级医院留住编外成熟人才带来了很大地冲击。存在的问题有:地市级医院在吸引高层次人才时优势不再明显,编外人才队伍离职率增高。为了解决这些问题,应在基本工资结构、社保年金缴费基数、绩效考核标准、岗位设置等方面对编内外职工一视同仁,营造公平竞争环境进而留住编外人才。The uncertainty of the un-registration policy impacts on the municipal hospitals about retaining the talents who are not registered,which deprived municipal hospitals of their advantages in attracting high-level talents and increased the turnover rate of the unregistered talents.In order to solve these problems,municipal hospitals should treat registered and unregistered employees equally in terms of basic salary structure,social security,performance appraisal,job settings,etc.In this way,a fair competition environment can be created and high-level unregistered talents can be retained.
