摘　　要：The appellate body of the World Trade Organization (WTO) expired on December 11,2019,since the member countries could not reach consensus on appointing new judges.Only one judge remained after all others’terms expired,the last two leaving on December 10.It made the trade dispute resolution mechanism defunct as according to WTO rules,appeals have to be heard by three judges.
