摘 要:绩效管理是国家医药卫生体制改革的一个重点方向,也是推动医院内涵发展的一个重要抓手。文中针对当前医院绩效分配体系存在的矛盾问题,提出基于同质化补贴基数的绩效分配体系设计思路,阐述了同质化补贴基数的基本内涵和认知基础,从前置化总额调控、系数化人员考勤、同一化绩效考核、同质化补贴基数等方面探讨了该绩效分配体系设计的关键要素;同时,还分析了基于同质化补贴基数的绩效分配体系特点,从国家医改要求、学科发展规律、体系自身特点等方面对该绩效分配体系的应用前景进行了展望。Performance management is a key direction of the reform of the national medical and health system,and it is also an important starting point for promoting the development of hospital connotation.In view of the contradiction among the current hospi-tal performance distribution system,this paper proposes a design mentality of performance distribution system based on homogeniza-tion subsidy base,and expounds the basic connotation and cognitive basis of homogenization subsidy base.The key elements of the de-sign of the performance distribution system are discussed from four aspects:pre-adjusted total control,coefficientized personnel atten-dance,same performance appraisal,and homogenization subsidy base.At the same time,this paper also analyzes the characteristics of the performance distribution system based on the homogenization subsidy base.The application prospects of the performance distri-bution system are prospected from three aspects:the national medical reform requirements,the discipline development discipline and the system’s own characteristics.
