摘 要:在"公转铁"运输结构调整的背景下,铁路面临更为艰巨的货运任务,运输能力紧张的问题日益突出,如何提升铁路货物运输能力,是完成国家铁路3年货运增量目标任务的基础,也是促进经济社会发展的有力支撑。在阐述铁路线路通过能力利用现状的基础上,分析区域货源需求、线路牵引定数、列车开行种类、运输组织精细化水平等影响因素,提出提升铁路线路通过能力对策,即:开发适应市场的货运产品,统一线路牵引定数,统筹优化主要通道列车开行方案,强化运输组织过程管控,为提高铁路货运市场竞争力提供支撑。In the context of China’s restructuring policies to promote railway instead of road transport, which require the railway to account for much bigger volume in the freight market, the limited railway freight transport capacity is facing more pressure. In this case, improving the capacity is the foundation for accomplishing the national 3-year volume increase targets set for the railway freight transport, which will also offer strong support to sustainable economic growth and healthy social development. Based on an overview of the current railway freight transport capacity, this paper studies the influencing factors including regional demand, tonnage rating, train type and transport organization. To facilitate the railway industry to improve its competitiveness in the freight market, this paper puts forward the strategies to improve capacity: offering market-oriented freight services, aligning tonnage ratings, improving the train operation plans for the main railway lines as a whole and strengthening process management and supervision of transport organization.
