摘　　要：针对站点式投票系统的实名制选民资格证如果在使用过程中暴露身份信息,易造成选民身份信息与选票挂钩的问题,设计一种匿名性新型选民资格证。新型选民资格证应用了基于伪随机序列发生器的生成序列号、图形码子母印章关联机制、集成物理防伪技术体系和可刮式涂层技术。其中序列号、图形码子母印章关联机制和集成物理防伪技术体系,使得新型选民资格证能够同实名制选民资格证一样,保障选举的不可重复性和合法性。可刮式涂层技术盲化序列号,使得新型选民资格证无任何特征,阻断选民身份信息和选票信息的产生对应关系的途径,保护了选举的匿名性。分析表明,在站点式投票系统中,相比于实名制选民资格证,新型选民资格证在保证不可重复性和合法性的前提下,有效地增强了选举匿名性。In the real-name system voter qualification certificate of the site-based voting system,if the identity information is exposed during the use process,it is easy to expose the relationship between the voter identity information and the ballot paper.An anonymous new voter qualification certificate was designed,in which the generation sequence number generated by a pseudo-random sequence generator,the image code-sub-seal correlation mechanism,the integrated physical anti-counterfeiting technology system and the scratch-off coating technology were adopted.Among them,the serial number,the image code-sub-seal correlation mechanism and the integrated physical anti-counterfeiting technology system enable the new voter qualification certificate to be the same as the real-name system voter qualification certificate,and guarantee the unrepeatable and legitimacy of the election.The scratch-off coating technology blinded the serial number,making the new voter qualification certificate have no features,blocking the way in which the voter identity information and the ballot information are related,and protecting the anonymity of the election.The analysis shows that in the site-based voting system,compared with the real-name system voter qualification certificate,the new voter qualification certificate effectively enhances the election anonymity under the premise of ensuring non-repetition and legitimacy.
