摘　　要：精神贫困是部分贫困群众身上与物质贫困相伴随的一种脱贫致富方面的思想和能力均极其低下的状态,主要表现为安于贫困、不思进取、愚昧落后、道德滑坡、能力不强、心理问题阻碍脱贫等方面。实施精神扶贫必须明确扶贫目标、加强基层党建、加大宣传引导力度、实施教育文化扶贫、开展职业技能培训、加强心理疏导、加强基础设施建设、激发贫困群众内生动力、建立科学的考评督导机制。Spiritual poverty is a kind of extremely low thinking and competence status of overcoming poverty and achieving prosperity in some poor people,accompanied with material poverty.The main characteristics are satisfaction with current situation,making no attempt to get rid of poverty,lack of confidence and efforts,ignorance and moral decline,inadequacy of education and competence and mental troubles,etc.In order to implement spiritual poverty alleviation,it ought to specify the objects,strengthen the grass-root party construction,publicity guidance,educational poverty alleviation,vocational training,cultural poverty alleviation,psychological counseling and infrastructure construction,activate the internal driving force of the poor and establish scientific evaluation and supervision mechanism.
