摘　　要：本文直视国家综合档案馆馆藏档案资源结构的缺陷性以及一些地方出台档案资料征集办法存在的问题和不足,着重围绕征集办法框架内容进行设计性研究和探讨,旨在提升办法和质量,最终确立和出台一个科学、完备、有效的国家综合档案馆档案资料征集办法。In an attem pt to point out the structural defects of the archives resources collected by all—level national comprehensive archives and the deficiencies of file—collecting methods proposed by some authorities,this paper aims tofocus on the creative research and discussion of the framework of file—collecting methods so as tofind better file—collecting methods in hope that,finally a set of more scientific,complete and effective file—collecting methods could be established and practiced by the national comprehensive archives.
