摘　　要：2017年国家体育总局根据国务院指示全面推行所属体育协会的脱钩工作,脱钩后全国性单项体育协会普遍表现出自主性与治理能力不足问题。针对以上问题,通过调查法、文献资料法,运用组织理论对协会组织管理六要素进行研究并指出:(1)国家目标与行业目标、生存目标与发展目标相协调,利益相关者按核心程度进入会员大会,国家、行业按责任赋予协会职权等举措有利于自主性的获得;(2)按资源依赖关系建立全国与地方协同发展战略和分销网络,推选魅力型领导及民主领导方式,推动技术创新,建立行业代表性、技能复合型相结合的协会管理成员等结构举措是提升治理能力的关键。In 2017,the General Administration of Sports of China comprehensive implemented the decoupling work of its subordinate sports associations according to the instructions of the State Council;after decoupling,national single event sports associations universally showed such a problem as the lack of autonomy and governance ability.Aiming at the said problem,by means of investigation method and literature data method,and by applying organization theories,the authors studied the six elements of association organization and management,and pointed out the followings:1)such measures as national objectives coordinating with industrial objectives,survival objectives coordinating with development objectives,stakeholders entering the membership congress according to core degrees,the state and industries giving the associations the authority according to responsibilities,etc,are conducive to autonomy acquisition;2)such measures as establishing national and local coordinated development strategies and distribution networks according resource dependence relationships,electing charismatic leaders and democratic leadership,promoting technical innovation,establishing an industry representing and skill mixing combined association management member structure,etc,are the keys to improving governance ability.
