摘  要:政策文本分析是在传统意义的静态文本之上赋予文本动态的积极内涵。文章通过对新中国成立70年来英语教育政策文本的全面分析,挖掘政策演变过程背后的中国国家利益的内涵和推动机制,从国家利益视角探讨我国英语教育政策的宏观发展历程和变化趋势。新中国成立至改革开放前,政策文本主要体现了国家政治利益观,政策文本缺乏连贯性,忽视国家长期利益;改革开放至20世纪末,政策文本体现了当时核心的国家经济利益的诉求,文本展现了"国家意识"和"战略眼光"。21世纪的第一个十年,政策文本突出体现了国家文化利益诉求,反映出国家对英语教育的长远战略和国家长期利益观;2010年以来,政策文本凸显了国家对安全利益和国际利益的关注。Policy text analysis is to endow the text with dynamic and positive connotation on the basis of static text with traditional meaning. Through a comprehensive analysis of the English education policy texts since the founding of New China in the past 70 years, this paper explores the connotation and driving mechanism of China’s national interests behind the evolution of the policy, and explores the macro-development process and changing trend of China’s English education policy from the perspective of national interests. From the founding of New China to the beginning of reform and opening-up, the policy texts mainly reflected the view of national political interests, lacking coherence and neglecting the long-term interests of the country;from the end of the 20 th century, the policy texts embodied the demands of the core national economic interests of the country at that time, and the texts showed the " national consciousness"and " strategic vision". In the first decade of the 21 st century, policy texts highlighted the demands of national cultural interests, reflecting the country’s long-term strategy for English education and its long-term interests. Since the 2010 s, the policy texts have highlighted the national concern for security interests and international interests.
