基于农户视角的一事一议财政奖补制度评价研究——以辽宁省为例

摘　　要：一事一议财政奖补制度是我国村级公共产品供给制度的重大创新,农户作为制度的主要受益者,其满意度是评价该制度执行效果的重要指标。本文利用辽宁省1043个农户的调研数据,运用二阶段排序选择模型对一事一议财政奖补制度的实施效果加以分析,并利用路径依赖评价,揭示影响农户对该制度满意度的内在作用机理。研究发现:84.8%的农户对当前一事一议财政奖补制度表示满意;受教育程度高者对生活性公共产品的供应表现出更高的积极性,进而会提高其对一事一议财政奖补制度的满意度;农业支出占家庭总支出的比重越大、对村街道的修建现状评价越高的农户越容易合作提供生产性公共产品供给,进而影响农户对该制度的满意度。此外,村邻里关系的和谐现状评价和村健身休闲场所的现状评价等因素也会影响农户对该制度的满意度。China has introduced a new reform on the supply form of village-level public goods,and proposed a one-case-one-meeting financial compensation system.Measuring the degree of satisfaction of farmers has important practical significance for rural revitalization.This article uses data from a survey of 1043 farmers in Liaoning Province,and employs a two-stage ranking evaluation model to analyze the implementation effect of the financial reward system.Then we use the path dependence evaluation to reveal the application of the system.This study finds that 84.8%of the farmers are satisfied with the current one-on-one financial compensation system.Those with higher education show higher enthusiasm for the supply of life-based public goods,which in turn facilitate the financial reward system for one issue.The higher satisfaction is,the larger proportion of agricultural expenditure in total household expenditure and the higher evaluation of the construction status of village streets will be,the easier it will be for farmers to cooperate to provide the supply of productive public goods,which would further affect the satisfaction of farmers with the system.The impact indicators of institutional farmers’satisfaction include:the evaluation of the harmonious status of the village neighbor relationship,and the evaluation of the current situation of the village fitness and leisure places.
