浙江森林资源省市县三级联动监测体系构建研究

摘　　要：分别省市联动监测和市县联动监测两个层面,采用样地抽样调查方法和森林资源“一张图”年度监测方法,对浙江省2017年度不同尺度森林资源状况进行了监测实践,构建了省市县三级联动的样地抽样体系和小班变更监测体系。结果表明:通过省市县联动化年度监测,不同尺度数据能实现森林资源同步监测,监测结果有较好精度控制,生长模型研建与应用的时间空间维度具有一致性。建立的省市县三级联动的森林资源年度监测体系,监测数据可靠性高,能满足省市县三级政府决策及公众信息需求,可为全国森林资源“一体化”监测提供借鉴。At the two levels of province-city linkage monitoring and city-county linkage monitoring,the sampling survey method of sample plots and the annual monitoring method of"one map"of forest resources are adopted.The monitoring practice of forest resources at different scales in Zhejiang province in 2017 was carried out,and the sampling system and small class change monitoring system of province,city and county were constructed.The results show that through the annual monitoring of provinces,cities and counties,the data of different scales can realize the synchronous monitoring of forest resources,the monitoring results have good precision control,and the time and space dimensions of the research,construction and application of the growth model are consistent.The established annual monitoring system of forest resources at three levels of provinces,cities and counties has high reliability of monitoring data,can meet the decision-making and public information needs of provincial,city and county governments,and can provide reference for the"integrated"monitoring of national forest resources.
