摘 要:为破除以药补医机制,更好满足人民群众看病就医需求,加快推进健康四川建设,四川省总体的改革思路是控制药械价格,保障患者用药,具体的做法有:建立完善基本药物制度、构建“五位一体”药械集中采购监管格局、探索推行“两票制”等。上述措施虽然取得了初步成效,但还存在着政策不完善、制度不健全和一致性评价开展困难等阻碍因素。四川省在规范药械供应保障制度的过程中,应着重巩固多部门协同推进机制、建立新问题的监测与跟踪机制、完善基本药物目录动态调整机制。In order to eliminate the mechanism of compensating hospital with medicine,meet people s demand for medical treatment better and accelerate the construction of Health Sichuan,the general reform idea which is to control pharmaceutical price and ensure patients medication.To be specific,include that establish and improve national essential drug system,establish five-in-one pattern for pharmaceutical procurement,explore two-tickets system and so on.Although all above measures have achieved initial fruits,there are still some obstacle factors such as imperfect policies,unsound systems and difficulties in the implementation of consistency evaluation.It is suggested that in the process of standardizing pharmaceutical supply guarantee system,Sichuan province should focus on consolidating multi-sectoral coordination mechanism,establish monitoring and tracking mechanism for new problems,and improve dynamic adjustment mechanism of essential drug list.
