摘 要:为了解决和减少公路物流信息平台发生制约其应用的信用问题,归纳了对应的信用问题,使用公理设计方法针对性地设计了信用评价体系,采用层次分析法以及变权层次分析法确定对应指标的权重,建立了使用五级标度语言变量和三角模糊数进行量化转换的指标数据评价方法;在此基础上设计了物流信息平台信用评价模型,实现了对交易方单次交易和综合信用的评价,包含单次信用、总信用和信用稳定性评价模型,基于平均值法来量化综合单次信用评价结果形成总信用评价模型,基于历次总信用评价时间序列极差来建立信用稳定性模型。最后进行了案例应用,结果显示评价方法更精细地反映了公路物流信息平台交易中的信用问题,与实际情况一致,对信用问题具有惩罚效应,对新用户具有保护、交易激励作用,可为公路物流信息平台多维信用评价制度的建立和运用优化提供方法支持。In order to solve and avoid the credit problems that lead to application restriction of the highway logistics information platforms,this paper summarized the relevant credit problems,correspondingly designed the credit evaluation system with the axiomatic design method,used the analytic hierarchy process and the variable weight analytic hierarchy process to determine the weight of the indexes involved,and established the index evaluation method that used the five-scale linguistic variables and triangular fuzzy number for quantitative conversion.On such basis,the credit evaluation model of the highway logistics information platform was established,which could realize the transaction-specific and overall credit evaluation of the trading counterparts.The model established included the single-instance credit evaluation sub-model,the total credit sub-model and the credit stability evaluation sub-model,where the single-instance credit evaluation results obtained through the average method were integrated into the total credit evaluation sub-model and the time-sequence range of the successive total credit evaluation results were used to set up the credit stability sub-model.Finally,through a case study,it was shown that the evaluation method could more accurately reflect the credit problem in the transaction of the highway logistics information platform,which was consistent with the actual situation,and had the punitive effect on credit violators while protecting and encouraging the new users,thus providing methodological support for the establishment and optimization of the multi-dimensional credit evaluation system of the highway logistics information platform.
