摘　　要：政府-社会资本合作(PPP)项目的参与主体众多且利益与信息交流错综复杂,参建各方对该模式的价值创造认知模糊是导致现阶段PPP模式泛化与异化的主要原因之一。为明晰PPP模式带来的项目增值效应,从全局角度明确参与主体在PPP项目价值创造中的地位和作用,系统分析关键利益相关者在该模式中的价值获取能力,基于利益相关者价值网络(Stakeholder Value Network,简称SVN)模型,构建PPP项目利益相关者的价值-信息-协调关系综合网络,结合SVN与传统项目模式对比,对PPP项目关键利益相关者的价值获取能力及其不确定性风险进行综合评判,为PPP模式项目前景战略制定和参与决策提供新视角。The public-private-partnership(PPP)project has many participants and their interest and information exchange are complicated.The unclear cognition of the value creation of the PPP is the main reason for the generalization and alienation of PPP at present.To clarify the value-added effect of PPP project and identify the role and status of the participants in the value creation of PPP projects from a global perspective,this paper constructed the value-information-coordination relationship network of PPP project stakeholders based on the SVN model to systematically analyze the value acquisition ability of key stakeholders.With a comparison between SVN and traditional project model,this paper comprehensively evaluated the value acquisition ability and uncertain risk of PPP project’s key stakeholders.The findings of this study provide an additional insights into strategy formulation and decision-making of PPP model projects.
