江西省联网血费即时直报系统全覆盖情况调查分析

摘　　要：目的调查分析江西省无偿献血者用血费用医院即时直报情况。方法运用江西省血液管理信息系统数据平台调查2015-2018年用血费用医院即时直报情况,完善江西无偿献血者用血返还机制。结果江西于2018年11月实现全省12家采供血机构及269家二级以上公立医院血费直报联网系统全覆盖,2015-2018年医院血费即时直报人次和金额比例分别为23.14%(1489/6434)、37.82%(2600/6875)、45.64%(3330/7296)、61.38%(4424/7207)和16.49%(71.44/433.28)、29.94%(140.08/467.84)、41.68%(219.31/526.15)、75.53%(393.97/521.58),差异均有统计学意义(P<0.05)。结论江西省在全国率先建立了全省血液管理信息系统暨血费即时直报服务平台,统一了用血返还标准和医院直报流程,构建全国统一血费直报管理平台和用血返还标准将为无偿献血健康可持续发展提供有力保障。Objective To survey and analyze the fully interconnected immediate reimbursement system for blood donors in Jiangxi Province.Methods The data platform for blood management in Jiangxi province was used to investigate immediate reimbursement for blood expenses from 2015 to 2018 in order to upgrade the blood-return mechanism for donors across Jiangxi Province.Results In November 2018,we established the fully-interconnected reimbursement system for blood expenses which covered 12 blood-donation institutions and 269 grade-two or above public hospitals across the whole province.From2015 to 2018,the frequency and amount of direct reimbursement of blood expenses in the above-mentioned hospitals were23.14%(1489/6434)、37.82%(2600/6875)、45.64%(3330/7296)、61.38%(4424/7207)and 16.49%(71.44/433.28)、29.94%(140.08/467.84)、41.68%(219.31/526.15)、75.53%(393.97/521.58),respectively,demonstrating statistically significant differences(P<0.05).Conclusion Jiangxi Province takes the lead in the establishment of the provincial full-covering information system for blood management in the whole country which facilitates the immediate reimbursement service and standardizes reimbursement process for blood expenses.Therefore,the establishment of a national-wide reimbursement system for blood expenses will provide strong incentive for healthy and sustainable development of blood donation in the future.
