摘　　要：陕西省榆林市属于资源性缺水、工程性缺水、结构性缺水和水质性缺水并存的地区,由于能源化工产业的高速发展,导致水资源供需矛盾日益突出,同时区域水资源承载力已经接近极限,解决的根本出路在于水权置换—黄河引水。在分析榆林市水资源状况和面临形势的基础上,对水权置换—黄河引水进行了探讨,并提出了相应的对策和建议。Based on the existing research results about the evolution of natural environment of Hebei plain in historical period,the paper studies the main characteristics and influencing factors of the historical evolution of lakes of Hebei plain from the perspective of“the dramatic change of lakes in Hebei plain for one thousand years since the song dynasty”,and puts forward that“millennium plan”is not only a requirement for future planning,but also a deep reflection on history.To learn from the historical experience,it is necessary to completely reverse the disharmony between the ecological protection and economic development in the process of Beijing's founding capital,carefully consider the influence of various factors under the current situation,promote the water governance of Xiongan New Area,and achieve the coordinated development of Beijing-Tianjin-Hebei in the new era.
