推动医院基层党支部建立 全面从严治党“四责协同”机制的实践探索

摘　　要：目的:通过推动各党支部建立全面从严治党“四责协同”机制,以解决医院部分党支部在全面从严治党职责方面存在的主体责任不清、协同不够、传导不力、考核问责不完善等问题,形成全面从严治党在医院基层党组织的责任落实机制。方法:院纪委在知责明责、履责督责、考责问责这三个方面形成的同向同力的管理闭环上进行了一系列的实践探索。结果:初步在党支部层面上建立了全面从严治党“四责协同”机制,即:党支部主体责任、纪检委员监督责任、支部书记第一责任、所在(辖)科室党政负责人“一岗双责”机制。结论:“四责协同”机制作为全面从严治党向基层延伸提供的重要的工作方法,可以促使每一个责任主体担负起自身的责任。作为院纪委的一个创新工作方式,探索在医院基层党支部实施全面从严治党“四责协同”机制,有待进一步完善。Objective:To solve the problems existing in some party branches of the hospital,such as unclear principal responsibility,insufficient coordination,incomplete responsibility transmission,and imperfect accountability mechanism,etc,and set up the mechanism for implementing the responsibility for governing the party with strict discipline.Methods:The discipline inspection commission of hospital had made a series of practical explorations on the closed-loop management formed by the three aspects of knowing and clarifying responsibilities,fulfilling responsibilities and checking responsibilities.Results:The party branch had initially established the“coordination of four responsibilities”mechanism for comprehensively governing the party with strict discipline,namely,the main responsibility of the party branch,the supervision responsibility of the discipline inspection committee,the first responsibility of the party branch secretary,and the“one post and two responsibilities”mechanism for the department head.Conclusion:As an important working method provided by the“coordination of four responsibilities”mechanism for extending the party’s strict governance to the grassroots level,it can make each responsible subject shoulder its own responsibilities.As an innovative work mode of the discipline inspection commission of hospital,it is necessary to further improve the mechanism in grassroots party branches of the hospital.
