摘　　要：高质量发展是当前和今后一个时期,上海确定发展思路、制定经济政策、实施宏观调控的根本要求。在“十三五”发展的基础上,上海需要进一步加快推进对外贸易的高质量发展,强化科技创新、制度创新和业态创新,深化外贸领域的改革,优化贸易结构,推动货物贸易和服务贸易的双向发展。全力落实好中央交给上海新的“四项重大任务”,主动在更深层次、更宽领域,以更大力度推进全方位高水平对外贸易发展,打造上海国际贸易发展新局面,为推动上海经济社会发展作出更大贡献。High quality development is the basic requirement for Shanghai to determine its development ideas,formulate economic policies and implement macro-control.On the basis of the 13th Five-Year Plan,Shanghai needs to further accelerate the high-quality development of foreign trade,strengthen scientific and technological innovation,system innovation and format innovation,deepen the reform in the field of foreign trade,optimize the trade structure,and promote the two-way development of trade in goods and services.We will fully implement the new“four major tasks”assigned to Shanghai by the central government,actively promote all-round and high-level foreign trade and economic development in deeper and wider areas,create a new situation for the development of Shanghai’s international trade,and make greater contributions to the promotion of Shanghai’s economic and social development.
