矿区土地复垦对耕地社会价值的影响及估算

摘　　要：矿区耕地的复垦价值关系到复垦工程的可行性。本文以矿业城市武安市的矿区土地复垦项目为研究对象,在文献分析与实地调研的基础上,探讨土地复垦对复垦耕地社会价值的影响,分析了复垦工程提升耕地质量及价值实施的可行性,采用条件价值评估法估算了土地复垦对耕地社会价值的影响水平。结果表明,矿区土地复垦后耕地社会价值大幅提升,社会效益显著,与人们的心理预期相吻合;虽然得到的社会价值低于投资,但恢复了土地的使用价值,实现了"金山银山"愿景,而且补充了耕地,保障了粮食安全及经济建设发展。The reclamation value of arable land in mining area is related to the feasibility of the reclamation project.Based on the literature analysis and field investigation,this paper discusses the impact of land reclamation on the social value of arable land,and analyzes the feasibility of reclamation project to improve the quality and value of cropland.Using the contingent valuation method(CVM)to estimate the impact of land reclamation on the social value of arable land.The results show that the social value of arable land after land reclamation in mining area has been greatly improved,the social benefits are remarkable,which are consistent with people’s expectations.Although social value obtained is lower than investment,the land use value has been restored,the vision of "invaluable assets"has been realized,and cropland has been supplemented to ensure food security and economic development.
