摘　　要：《黑图档》是改革开放以来东北地区清代档案整理的代表性成果,其中收录的档案记录了盛京社会历史发展的情况,为研究清代地方档案史提供了珍贵的第一手资料。文章以《黑图档·嘉庆朝》为中心,系统梳理嘉庆朝盛京的文书制度:首先,确保公文文种及格式正确;其次,严禁内容繁复、不能任意省略内容;再次,对文书撰写中存在的错误进行严厉的处罚;最后,对文书抬头和避讳制度进行了探讨,希望能够对清代盛京档案史研究提供有益的借鉴。Hetu Dangse file is the representative achievement between the arrangement of archives in Qing Dynasty Northeast China,the archives record⁃ed the social and historical development of Shengjing.And it provides valuable first-hand infor⁃mation for the study of the local archival history in Qing Dynasty.This article summarizes the document system of Shengjing in Jiaqing based on Hetu Dangse file of Jiaqing,first of all,it ensures the types and formats of official documents,the complex content is strictly prohibited,content cannot be omit⁃ted arbitrarily,then punished the problem in writing severely,at last discuss the taboo and heightening,we hope we can provide useful reference for the study of the Shengjing archival history in Qing Dynas⁃ty.
