摘 要:我国学位授权审核制度经历了起步混沌期、初始探索期、稳定发展期和深化改革期,政策文本分析表明,每一阶段在政策价值取向、政策目标和政策工具上存在明显差异,呈现出政策价值取向由服务外部需求转向引导外部发展,政策目标由适应教育自我发展转向全面深化改革,政策工具由单一工具转向系统工具包,政策内容由简单模仿转向形成中国特色,政策参与主体由政府主导转向多元共治。China’s degree authorization accreditation system has experienced a chaotic starting period,an initial exploring period,a stable development period and an in-depth reform period.The analysis of policy documents shows that there are apparent differences in policy value orientation,policy objectives,and policy tools at each stage.The author finds five characteristics during the system evolution process in the above-mentioned four stages:the policy value orientation has shifted from serving external demand to guiding external development;the policy objectives have shifted from self-adaptive education development to comprehensive,in-depth reform;the policy tools have changed from a single tool to a systematic toolkit;the policy content has expanded from simple imitation to Chinese characteristics;the policy participation has shifted from mere government-led to multi-governance.
