欧盟创业教育政策的历史嬗变、特征与借鉴

摘　　要：创业教育在促进欧盟经济发展和创造就业岗位方面发挥了重要作用。20世纪中后期开始,欧盟创业教育扶持政策经历了明确战略地位、构建终身创业教育体系、强调创业教育生态性等三个发展阶段,体现了欧盟创业教育政策的战略性、终身性和生态性的特征。欧盟创业教育政策的发展历程对我国创业教育扶持政策制订有着极为现实的借鉴意义,我国应从战略高度制订创业教育政策的长远规划,积极推进终身创业教育体系的构建,融入关键性资源要素形成可持续发展创业教育的生态模式,以促进我国创新创业型国家建设。Entrepreneurship education plays an important role in promoting economic development and creating jobs in the European Union.Starting from the middle and late 20th century,the European Union’s policy on entrepreneurship education has gone through three development stages:defining strategic position,constructing lifelong entrepreneurship education system,and emphasizing the ecological nature of entrepreneurship education.It embodies the strategic,lifelong and ecological characteristics.The development process of the European Union’s entrepreneurship education policy has a realistic reference for the development of China’s entrepreneurship education policy.China should formulate a long-term plan of entrepreneurship education policy from a strategic perspective,actively promote the construction of lifelong entrepreneurship education system,and integrate key resource elements to form an ecological mode of sustainable development of entrepreneurship education,and promote the construction of innovative and entrepreneurial country.
