摘　　要：目前我国针对排污企业如何进行排污权初始确权是个普遍存在的难题。本文通过列举了几种常见的排污权初始确权方法,对比分析了不同方法的优缺点,同时结合山西省排污权初始确权实际情况,拟确定一套适于在全国推广的科学、公平、有效、便捷的排污权初始确权方法。At present,it is a common problem for China to determine the initial right of emission control of pollutant discharge enterprises.By enumerating several common methods of initial determination of emission rights,this paper compares and analyzes the advantages and disadvantages of different methods,and combines the actual situation of the initial confirmation of emission rights in Shanxi Province,and proposes a set of science,fairness,and an effective and convenient method for initial determination of emission rights.
